Brazil – Measures to limit the spread of the coronavirus

23 mars, 2020

The designated operator of Brazil, Correios, wishes to inform other Union member countries and their designated operators that the Brazilian Government has introduced a series of measures to minimize the spread of the coronavirus (COVID-19). These measures include self-isolation, social distancing, advising people to work from home, and restrictions on travel. Consequently, Correios hereby advises that:

1. There may be a severe impact on service quality for international inbound and outbound services. Correios can no longer guarantee the service delivery standards (including delivery times and other quality parameters) applicable under UPU provisions and related bilateral and multilateral agreements with designated operators and any interested third parties. It is therefore invoking the force majeure and analogous provisions of any such standards, including the application of penalty payments and quality link to remuneration (such as pay-for-performance).

2. Pursuant to its commitment to preserving the health and safety of the population and its employees, Correios will be making changes to its delivery procedures to help contain the spread of the virus. Until further notice, letter-post, parcel-post and EMS items requiring signature on delivery will no longer be signed for at the moment of handover to the recipient.

3. Due to the suspension of flights to and from Brazil, transit à découvert via Brazil and closed transit services for letter-post, parcel-post and EMS items will be temporarily unavailable.

Correios thanks all Union member countries and their designated operators for their understanding. It will update them of any relevant changes via EmIS.
